I know i have to boot it from the cd but how do i actually do that when this is all i can see? What do i do now?
It was already pre-installed with vista, i tried to reformat it but something went wrong, now this is all i have left to work with.
Ps. The vista cd is in.

Try this, As you start up your computer repeatedly hit Del/Delete on the keyboard, that should get you to Bios Setup Utility. If Del/Delete doesnt work try F1, F2, F10 look on screen for a message like "Press xxx to run Setup"...
Once there go to BOOT>Boot Device Priority>
now make the
1st Boot Device = ATAPI CDROM
2st Boot Device = Hard Drive (or what ever the 1st boot was)
NOW hit F10 then Y when asked to save and exit
It should ask you now after it restarts it should ask if you want to boot from CD.... I haven't played with vista but I guess you will see something that will let you format
