Is this UPS/AVR sufficient to let me shut my computer down during power outages?
Here is my current set up:

Will this UPS with AVR be enough to let me shut down the pc during outages?

There's no precise way to calculate your battery time. I looked on the APC website which has a few tables that computes how long a battery should last based on how much power your equipment will draw, and how many VA the UPS has. (It uses their models of course, but it includes the important VA number.)
Based on 100 watts of drawing power (probably more than what your set up pulls), your 650VA UPS should last you roughly 30 minutes. That should be plenty of time to compose an email to all your friends telling them that you need to shut down for the power failure, send it, play a game or two of Spider Solitaire, then safely shut down.
