how much horspower does a dual carbed 1600 cc engine get?
its got empis 40s stock air filters, dual exhaust, electronic ignition, pertronix ignition coil, and headers.

You don't say what the engine is , but I suspect that it is a VW flat four., but I will get back to that later.....
The biggest factor in how much power an engine can make is the amount of air flow through the engine.
The more air that can flow through the engine the more fuel can be added to it , and the more power that can be made from the resulting combustion.
Modern high tech engines have high flow rates , so they make good power even when stock.
Most older , low tech engines do not flow as well , so their maximum power output is considerably less.
Primarily HP is a function of RPM and the amount of CFM that can flow through the head , minus losses.
There will be a mechanical limit the the maximum RPM possible , and there will be a maximum airflow limit , a point where increasing engine RPM doesn't cause it to flow more air.
Adding external things such as Carbs and extractors etc will not change these fundamental limitations of the mechanism.
The secret to creating more power is making the engine able to withstand higher RPMs without failing , that being done with lighter weight but stronger reciprocating parts (pistons , rods and crank) and increasing the airflow through the head , that is done through correct port shaping , valve resizing (if required) and a camshaft with a longer duration.
All these things combined must be done if high power is to be realised.
Then the fuel system (carbs) sizing should be matched to suit the maximum CFM that is anticipated.
Installing large carb's on an otherwise stock engine will often lead to poor bottom end response , throttle lag , and higher fuel consumption.
But back to the question.
If it is a dual port 1600 flat four VW engine , then your looking at between 50Hp and 60Hp in stock form.
Adding dual carb's will add perhaps another 10 to that total at best on an otherwise unmodified engine , and this increase is from a better shaped inlet manifold , rather than from the carburettors themselves.
If this is indeed the VW engine that we are talking about , then twin 32mm or 36mm carbs (kadron , solex or mikuni) would make more power across the mid RPM range (compared to the twin 40s) making it a faster street car.
