who designs and implements software in gadgets, vehicles and in electrical devices in general?
I just wonder if it is done by electronics/electrical engineers or computer scientists/software engineers.If you have any experience, please tell me who you think does (or would do) the job better.

In general, those are "computer engineers" or "electrical engineers" with emphasis on computers.
The gadgets and electronic devices are probably worked on "embedded" hardware engineers. Vehicle electronics are designed as part of a team. They have a special name, but I can't recall it at the moment. It's something like mobiletronics or something of that nature.
EDIT: It's vetronics -- vehicle electronics.
