"When only one license plate is issued for use upon a vehicle, it shall be attached to the rear thereof... securely fastened to the vehicle... clearly visible... clearly legible... less than 12 inches nor more than 60 inches from the ground...."
Nothing more specific than "attached to the rear". This is vague enough that just forward of the axle is permissible, IMHO.
